My understanding is that a house sale cannot proceed unless the house is certified as legal. Whether this is observed in practice is, however, another matter, as is whether the officials concerned even know the law. The main problem is not the vote itself, it's the fact that there is someone trying to run the country who desperately wanted to stay in the EU, there should have been brexiteers (for want of a better word) in charge of negotiations.
