This seems clear and plainly states that unless you have an S1 you will need private medical cover to obtain a biometric residence permit as a continuing Greek resident post 31/12/2020 as covered by the WA.

I have seen no mention of a procedure to check historical records of residency. Under the withdrawal agreement we must ensure we meet the requirements of the EU country we live in by the stated demand that we obtain a residency permit which in Greece is either a beige or blue document. Residence in the EU is directed by EU law. It is my understanding that the host country provides legal residence status to us, not the UK. The Withdrawal Agreement specifically deals with future Citizens rights of UK nationals living in the EU and EU nationals living in the UK.

Continued use of the S1 form for UK citizens registered as resident in the EU prior to the end of the transition period has already been agreed.
