Obviously it implements all the laws it is required to implement but it is not required to implement all EU legislation because it is not a full member of the EU. It is a member of the EEA. So cost of refining, cost of transportation (sea, land, oilpipe) and sypply/demand has no influence whatsoever on the price to the consumer? Not so in most other places but maybe so in Greece/Crete, I don't know.
