It's not a tax, but a duty (what the h... is the difference?), and it's only a temporary duty for 2011 and 2012. Seeing is beleiving! :mrgreen:

The vessel belongs to Fesco (Far East Shipping Company), a company with well known ties to the russian military. The company has been involved in numerous "situations" where spying was the purpose. I'll doubt very much that the crew is anything but russians, but I don't know for sure.
