Would these earthquake regulations still hold true for a building over a century old? I would fail to see the point in putting an earthquake proof roof on top of walls that were never designed for this purpose, but then I am not a structural engineer.

I know some beams are needed, but I intend to do most of that myself. Are there any laws on what type of roofing material has to be used? I was thinking of maybe using the type of insulated cladding style that is used on some new builds over here.
