Personally I'm all for this as I find people with carry on bags the size of Belgium more than a little irritating. DVLA will inform anyone who enquires about penalty points on your licence, at which point the phone is handed to the driver who identifies him/herself through some questions and the person initiating the call has to pay £10. The rear side has a translation of your name and nationality which seems to satisfy any Greek requirements although I've never tried to use it in the UK.

A few times over the years I have hired cars in Greece using my Saudi licence - I think it's just used as proof of who you are rather than ability to drive.

It's in the form of someone arriving at an airport and going through a customs check. I just couldn't work out what it meant as I tried different connotations in google translate thinking it may have been a typing error.

From what I understand Paul's ship stopped at Fair Haven which seems to be Kaloi Limenes down on the South coast.
