If it's a new bike I'm surprised the dealer didn't get it registered/taxed. On the two occasions I've bought a new car here (different makes/dealers) the dealers did all that. Both wanted the relevant fees paid in cash.

In the link you provided at 23:49 yesterday (which doesn't work unless modified as some smartarse did when quoting you). The capital 'L' was used to avoid confusion with a capital 'I' as the 'L' appears in some fonts.
