If it's moored then it's still time sensitive insofar as the ships give out position information usually every few minutes. ...wonder if anyone has any idea of how the project is valued for tax purposes as it sounds like we have to pay this even if it is a DIY project. I endorse GlennB's recommendation.I'd go the 'safe' route and make sure whether or not permission is necessary (I'm 99% sure that it will be). If you do need permission them going the legal way will avoid all sorts of problems in future. Without the necessary licence the build we be illegal so there...

The 10 years thing is to update the photo ID. Lots of people miss that, especially we oldies as the date of the photo renewal is different from the renewal date of the licence.
