Another consideration is what alcohol and cannabis can lead to. Alcohol may start with beer or alcopops and lead to stronger alcohol but rarely elsewhere. Cannabis, frequently leads to other stronger, more addictive, more damaging and more dangerous drugs.

I didn't suggest an excess of alcohol, or anything else for that matter, is harmless. It's possible to poison yourself with water (if you have sufficient capacity 'cos it takes a lot). If the Chancellor wanted to make money he'd persuade his government colleagues and parliament to legalise cannabis ...
