NB Bins without cats are often still a mess. This is down to humans who should know better and aren't looking for food because they are starving.

Agree BST, here in the UK when wheelies arent provided or there arent enough, bin sacks are often ripped open by seagulls or crows and rubbish strewn all down the road. I have seen them do it many times. There was a massive campaign against seagulls when i lived in Bath because of it, and all the council had to do was provide wheelies or large dumpsters like they have in Crete. Don't blame the cats when there are often logical solutions.
